It is the first Pan-African index to assess vulnerability to COVID-19 not just across, but within countries. <\/span><\/span><\/p>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">\u201cBy showing us the different ways African regions can be vulnerable to COVID-19 beyond just mortality, this index gives us predictive power we\u2019ve never had before,\u201d said Dr. <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">Sema<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">Sgaier<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, executive director of <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">Surgo<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> Foundation. \u201cWhile it does not predict which regions are at risk of having outbreaks, it does predict whether a region in Africa is able to mitigate the health, economic, and social impacts of COVID-19 and what downstream consequences each region should plan for.\u201d <\/span><\/span><\/p>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">The Africa CCVI ranks 751 regions across 48 African countries in terms of vulnerability to COVID-19 based on seven key themes: <\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">socioeconomic status, population density, access to transportation and housing, epidemiological factors, health system factors, fragility, <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">and <\/span><\/span><span class=\"s11\"><span class=\"bumpedFont15\">age of population<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. It is the only index to measure vulnerability to COVID-19 across the African continent at a subnational level. <\/span><\/span><\/p>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">\u201cThe Africa COVID-19 Community Vulnerability Index fills an information gap that has challenged the global development community for too long,\u201d said Magdalena <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">Banasiak<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, Senior Innovation Adviser at DFID, who manages the <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">COVIDAction<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">programme<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, which co-<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">funded<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> the index. \u201cUntil now, limited COVID-19 data in Africa has not provided a true reflection of where this pandemic could have the greatest impact&#8211;partly due to low scale-up of testing, and partly due to incomplete reporting. Now we can better understand and <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">prioritise<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">pandemic response efforts not just across, but within African countries.\u201d <\/span><\/span><\/p>\n<p class=\"s9\"><span class=\"s12\"><span class=\"bumpedFont15\">Key Findings<\/span><\/span><\/p>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">1) <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Africa\u2019s relatively young population is so far proving to be its best defense against COVID-19 deaths<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. <\/span><\/span><\/p>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Regions with low age-related vulnerability&#8211;<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Nairobi, <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Mandera<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">, and <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Kajiado<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> in Kenya, <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">or <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Lusaka in Zambia<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">&#8211;will fare better in terms of COVID-19 hospitalizations, people needing critical care, and fatality rates. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Limited health systems in poor African countries like <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Mozambique <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">and <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Mali<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> are in part offset by their younger populations, which have several times lower projected hospitalization rates compared to rich countries like <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">South Africa<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> and <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Egypt<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. These wealthier countries in North and South Africa have older populations, which are far more vulnerable to hospitalizations and poor COVID-19 outcomes. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Projected infection fatality rate (IFR) based on the age and gender distribution in the continent is relatively low in most regions of Africa&#8211;between 0.10% and 0.15%. This is four times lower than in the US, where a greater proportion of the population is old (fatality rate of 0.66%). <\/span><\/span><\/div>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">2) <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Vulnerability to COVID-19 is not distributed evenly across the continent, with drivers of vulnerability varying by region<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. <\/span><\/span><\/p>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">The Top 10 most vulnerable regions across Africa are found across six countries: <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Democratic Republic of Congo (with four of the most vulnerable regions), Malawi (with two of the most vulnerable regions), Ethiopia, Uganda, Cameroon, <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">and <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Madagascar.<\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Some countries have similar levels of vulnerability, but for different reasons. For example, in <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">South Africa<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> there is widespread vulnerability due to epidemiological risk factors and fragility, but the primary driver of vulnerability in <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Chad <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">is socioeconomic factors, while the primary driver of vulnerability in <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Cameroon <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">is fragility. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">There are many regions with similar levels of vulnerability within a country, like <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Sahel and Sud-Ouest in Burkina Faso<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, where different underlying reasons account for that vulnerability. <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Sahel\u2019s<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> vulnerability derives from its position as the epicenter of humanitarian violence in the country, while <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Sud-Ouest <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">contains the greatest percentage of <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Burkina Faso\u2019s<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> elderly population. <\/span><\/span><\/div>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">3) <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Many kinds of vulnerability co-exist within regions, and seem to be correlated to some extent<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">: <\/span><\/span><\/p>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Many regions that experience vulnerability due to socioeconomic factors are also experiencing vulnerability due to the strength of their health systems and the quality of their housing. This is the case in the <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Somalia region of Ethiopia<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Tahoua<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> region of Niger<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, and <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Manyara<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> region of Tanzania<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Regions with high socioeconomic vulnerability tend to have low vulnerability in terms of population density and epidemiological factors, as is the case with the <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Thaba-Tseka<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> region of Lesotho<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> or the <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Alibori<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> region of Benin<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">High epidemiological vulnerability tends to mean low vulnerability due to age, as is the case in the <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Abidjan region of C\u00f4te d&#8217;Ivoire<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\"> or the <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Lilongwe region of Malawi<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">, where many people die before reaching old age. <\/span><\/span><\/div>\n<p class=\"s9\"><span class=\"s6\"><span class=\"bumpedFont15\">4) <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Mobility has by and large decreased across the continent over the last few months, but the most vulnerable areas are the <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">least<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\"> likely to practice social distancing.<\/span><\/span><\/p>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">Across 16 countries in Africa with available mobility data, there was an overall reduction in mobility of ~12.2% since mid-February relative to pre-COVID-19 movement, which is encouraging for virus control. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">People in more vulnerable regions such as <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Yobe<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">, <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Zamfara<\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">, and Bauchi, Nigeria <\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">have not been social distancing as much as their counterparts in less vulnerable regions such as <\/span><\/span><span class=\"s13\"><span class=\"bumpedFont15\">Lagos, Federal Capital Territory, and Osun, Nigeria<\/span><\/span><span class=\"s6\"><span class=\"bumpedFont15\">&#8211;which increases their probability for infection and compounds those regions\u2019 challenges in fending off the virus. <\/span><\/span><\/div>\n<div class=\"s15\"><span class=\"s14\">\u2022 <\/span><span class=\"s6\"><span class=\"bumpedFont15\">On average, the more vulnerable a region is due to health system factors, the less social distancing they are doing (even though poor health systems especially need a \u201cflattening of the curve\u201d through social distancing).
