He was joined by Chijioke Nwankwoeze, Director of Land Administration, and Mukhtar Galadima, Director of the Department of Development Control.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">In March 2025, the FCTA, under the directive of Mr. Wike, revoked <\/span><span class=\"s1\">4,794 land titles<\/span><span class=\"s2\"> for prolonged non-payment of ground rent obligations. A detailed <\/span><span class=\"s1\">report by PREMIUM TIMES<\/span><span class=\"s2\"> <a href=\"https:\/\/www.premiumtimesng.com\/news\/headlines\" rel=\"nofollow noopener\" target=\"_blank\">source<\/a> later revealed that among the affected entities are the <\/span><span class=\"s1\">Central Bank of Nigeria (CBN)<\/span><span class=\"s2\">, <\/span><span class=\"s1\">Independent National Electoral Commission (INEC)<\/span><span class=\"s2\">, <\/span><span class=\"s1\">Peoples Democratic Party (PDP)<\/span><span class=\"s2\">, and the <\/span><span class=\"s1\">Nigerian National Petroleum Corporation (NNPC)<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Other high-profile defaulters include:<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">CONOIL Plc<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Borno State Government<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Nigerian Television Authority (NTA)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Niger Delta Development Commission (NDDC)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">National Universities Commission (NUC)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">MRS Investment Company Limited<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Kaduna State Government<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Nigerian Ports Authority (NPA)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">News Agency of Nigeria (NAN)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Federal Ministry of Environment<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Nigerian Security Printing and Minting Company<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">University of Calabar<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Nigerian Postal Service<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u2022 <\/span><span class=\"s1\">Power Holding Company of Nigeria (PHCN)<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Mr. Olayinka emphasized that the FCTA would begin taking over these properties located across high-value districts like <\/span><span class=\"s1\">Central Area, Garki I and II, Wuse I and II, Asokoro, Maitama<\/span><span class=\"s2\">, and <\/span><span class=\"s1\">Guzape<\/span><span class=\"s2\">, without prejudice to ownership.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u201cOwnership of the revoked 4,794 properties\u2026 has already reverted to the FCTA. As from Monday, the government will begin to exercise its rights of ownership. This will be done strictly in line with existing laws and regulations,\u201d he stated.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Speaking further, Mr. Galadima explained that from Monday, the affected buildings will be sealed, with access restricted. Decisions on the final fate of each property will be made afterward by the administration.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Regarding legal disputes, Mr. Nwankwoeze clarified that there are no existing court injunctions against the FCTA\u2019s decision, thus paving the way for enforcement.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">He also noted that the FCTA is reviewing the compliance status of other property owners who defaulted for between one and ten years, even after being given a <\/span><span class=\"s1\">21-day grace period<\/span><span class=\"s2\">. Enforcement actions for this category will follow after the compilation of records.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u201cThese 4,794 properties are part of a total of 8,375 land titles in default, with a cumulative Ground Rent debt of <\/span><span class=\"s1\">N6,967,980,119<\/span><span class=\"s2\">. This is a direct violation of the terms of the Right of Occupancy, as provided under <\/span><span class=\"s1\">Section 28, Subsections 5(a) and (b) of the Land Use Act<\/span><span class=\"s2\">,\u201d Nwankwoeze explained.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">He reiterated that annual payment of Ground Rent is a legal obligation due on <\/span><span class=\"s1\">January 1st of each year<\/span><span class=\"s2\">, as stated in the terms of land allocation in the FCT.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Background<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Since assuming office on <\/span><span class=\"s1\">August 21, 2023<\/span><span class=\"s2\">, Mr. Wike\u2014who, despite being a member of the opposition <\/span><span class=\"s1\">Peoples Democratic Party (PDP)<\/span><span class=\"s2\">, serves in the <\/span><span class=\"s1\">All Progressives Congress (APC)-led federal government<\/span><span class=\"s2\">\u2014has issued repeated warnings to property owners over non-payment of Ground Rent.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The former <\/span><span class=\"s1\">Governor of Rivers State<\/span><span class=\"s2\"> had earlier stated his commitment to reforms that prioritize the collective interest of residents over individual or elite concerns.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\"> \u201cWhen we make the right decision, some people will be happy, and some will not.
